领事认证的申办手续一般是企业提交的商业单据和文件经贸促会或其它公证机构认证后再由外交部领事司认证处认证，较后再送相应的驻华使（领）馆认证。
领事认证的作用
1、通过领事认证证明出口商所提交的单据文件的印章及签字真实，从而向域外机构起一种证明和介绍作用。
2、作为出口结汇的一个必经程序和出口贸易的一个重要环节，通过领事认证，可以使被认证的单据文件在中华人民共和国域外发生法律效力，并被进口国有关机构（如、银行等）所承认和接受。
3、通过领事认证可以使进口国的驻华使（领）馆对我国与其贸易进行审查，特别是就进口国实行特殊贸易政策（例加禁止或进口、反倾销）的货物实施审查并加以控制。
The application procedure for consular certification isgenerally that the commercial documents and documents submitted bythe enterprise are certified by the Economic and Trade PromotionCouncil or other notary agencies and then certified by theCertification Office of the Consular Department of the Ministry ofForeign Affairs, and then sent to the corresponding embassy(consulate) in China for certification.
The role of consular authentication
1. Through consular authentication, it is proved that the sealand signature of the documents submitted by the exporter areauthentic, so as to serve as a certification and introduction toinstitutions outside the region.
2. As a necessary procedure for export settlement and animportant part of export trade, through consular authentication,the certified documents can be legally effective outside theterritory of the People’s Republic of China and be accepted byrelevant institutions of the importing country (such as banks,etc.) Recognized and accepted.
3. Passing consular certification allows the embassies(consulates) of the importing country in China to review my countryand its trade, especially the review and control of goods that theimporting country implements special trade policies (such asprohibition or import, anti-dumping).
